HOIP (Ho Chi Minh City Open Innovation Platform) is the open innovation platform established by HCMC's Department of Science and Technology to deliver the city's innovation-ecosystem strategy. Victory Incubation Center was designated as the implementing operator — responsible for building the product, onboarding members, and maintaining the platform's open processes.
HOIP hosts activities for idea and knowledge sharing, partnership matchmaking, and resource optimization across public and private actors. Members include government agencies, universities and research institutes, innovative startups, incubators and accelerators, and domestic and international investment funds.
Through HOIP, startups gain visibility for the HCMC People's Council Resolution 20/2023 grant program, VIC incubation tracks, and the network of 90+ investors that VIC has worked with. HOIP is the clearest public proof point of VIC's ability to execute on government-backed innovation policy.
