Victory Incubation Center has officially opened a new 2025 intake for the HOIP platform. The round is designed to connect active HCMC innovative startups with a network of 90+ investors, funds, incubators, and accelerators that are HOIP members.
Who should apply
The cohort targets startups with a working prototype, initial revenue, or clear growth metrics — operating in one of HCMC's nine priority sectors. Startups already recognized as Innovative Startup Enterprises, or in the process of obtaining recognition, are eligible.
Member benefits
- At least one curated round of introductions to target investors
- Support to standardize fundraising materials to HCMC ecosystem norms
- Priority nomination for the VND 400 million grant under Resolution 20/2023
- Closed-door coaching sessions with VIC's experts and partners
How to apply
Startups submit a preliminary profile through the HOIP portal, join a 30-minute assessment call with the VIC team, and receive a cohort decision within 10 working days. The current round is open-ended but quality-filtered.
